Job Description

The European Institute of Public Administration (EIPA) is Europe's leading centre on issues of European integration. EIPA offers seminars, master classes, studies, best practice solutions and consultancy services to the European institutions, central and local Governments and to individual public officials dealing with the new challenges of Europe. The Institute provides high quality services and is distinctive in the way it offers a combination of theory and practice.
Corporate EIPA consists of 130 staff members located in Maastricht (NL), Luxembourg and Barcelona. A substantial part of the staff consists of academic professionals with a European specialisation.
EIPA is a Dutch foundation, subsidised by 23 European Member States and the EU. An important part of EIPA’s income is generated from commercial activities, which requires a business-minded approach within the Institute.
Unit European Policies
EIPA’s main activities are executed by three working Units in Maastricht, and two abroad. The European Policies Unit is EIPA’s centre of expertise on a variety of European policies, such as the internal market, public procurement, state aid, structural funds, regional policy, external relations and trade.
The Unit develops and offers seminars and training relating to these topics, delivers comparative research and studies, as well as providing consultancy and advice.
The Unit, located in Maastricht, has a vacancy for the following full-time position: Head of Unit
Challenging position for a European policy expert with managerial capabilities
The Challenge
EIPA is offering a challenging position, where you will have the opportunity to prepare EIPA for the future. Maintaining its position as Europe’s leading Institute for public administration requires a modern organisation, investments in staff and business development to meet the requirements of tomorrow. The income from commercial activities needs to be developed further, although EIPA will continue to serve governments.
Responsibilities
The Head of Unit will lead the Unit staff and report directly to the Director-General of the Institute. The development of new markets and products, together with managing a team of 14 experienced professionals, are important tasks. As a manager, you define your staff’s priorities, as well as developing and executing the Unit’s work plan, whilst acquiring new projects and establishing effective external networks. Furthermore, you will be lecturing in your field of expertise, such as internal market, transport and agriculture, as well as being involved in initiating research and publications.
Job profile
  • Analyse the public market for future European policy products; determine customer needs.
  • Develop new high quality products and allocate the required resources within the Unit.
  • Supervise and contribute to the acquisition of new projects for the Unit.
  • Ensure the economic profitability of all of the Units’ activities.
  • Define priorities for the Unit’s staff, and be responsible for the cost-effective implementation of the Unit’s and individual work plan(s).
  • Provide people management, coaching, and scientific guidance, as well as recruit and evaluate staff members.
  • Stimulate cooperation within corporate EIPA.
  • Give lectures on your area of expertise and deliver research and consultancy.
  • Write relevant publications on your area of expertise and disseminate.
  • Represent EIPA at stakeholder events and relevant forums, and establish effective networks.
  • As a member of EIPA’s Corporate Management Team, contribute to the strategic steering of EIPA.
Your profile
  • The ideal candidate meets all or most of the following requirements:
  • Master or doctorate degree in a relevant academic discipline.
  • At least 12 years of experience in an academic and/or business environment, and at least five years in a senior management position.
  • In-depth expertise in (an) area(s) of specialisation in EU policies.
  • Extensive communication and lecturing experience, good moderator.
  • Excellent command of English and preferably French.
  • Training, research and (preferably) consultancy experience.

Our offer
The (maximum) annual gross salary for a Unit Head is approx. €112.000 on a full-time basis, in addition to 8% holiday allowance and at least 48 holidays per year. If applicable, a 30% tax reduction can form part of the package.
